Planning & Valuation Consultants, Inc. (PVC) is an urban planning and real estate service firm. We have been in existence since 2009. Prior to that, we operated under Bayo Adanri & Associates. PVC is Illinois State certified MBE & DBE.
Our vision is to provide quality professional real estate services in the way that is ethical and help build public trust in planning and real estate services.
Our mission is to work with individuals and groups with shared interests to provide unbiased real estate appraisal services.
We use advanced knowledge and skills acquired from formal education and many years of field experience to solve simple and complex land use and valuation problems.

Lead Consultant
Adebayo Adanri, Ph.D, AICP, MNITP, SRA earned a Masters degree in Urban Planning from the University of Illinois at Urbana-Champaign in 1992 and a Ph. D. in Public Policy Administration from Walden University in 2016. He is a certified urban planner by the American Institute of Certified Planners (AICP) and holds SRA designation by the Appraisal Institute. His experience in urban planning spans almost a decade as the Town Planner with the Town of Normal, Normal, Illinois and three years as Transportation Planner with Tri-County Regional Planning Commission, Peoria, Illinois as well as more than 25 years private sector experience in planning, real estate appraisal and land acquisition services. He is active in his community. He was the President of the Normal Rotary Club in 2013-2014; served on the McLean County Chamber of Commerce Board of Directors in 2014 and as a Deacon at First Assembly of God Church, Normal. He puts service above self and treats people with respect. His peers describe him as a trustworthy, friendly, professional, and ethical individual who gets along with people of all different backgrounds.
Senior Consultant
Christopher O. Fisher, MBA, MCRP, AICP
Mr. Fisher is a Senior Consultant responsible for planning and urban development projects. Mr. Fisher was the head of the Planning & Urban Development Department in the City of Monroe where he supervised the Housing and Community Development, Planning and Zoning, Code Enforcement and Inspections. Flood Plain Manager and FEMA coordinator for hazard mitigation and city’s sustainable development. His duties included representing the Mayor at major events, coordinating and effective day to day management of the Department. Responsible for a budget of over $5 million with 21 full-time and 6 part-time employees. Coordinated and worked on various grants for the City and other non-profit organizations that are in partnership with the City. Served as Board member of the Monroe Regional Airport Commission and as the Chair person on the City’s Disadvantage Business Advocate (DBA); Title VI Program coordinator for the City of Monroe; 2010 and 2020 Census Coordinator. Responsible for the Blight Abatement program that cleaned abandoned properties and rehabilitated some of those properties where possible.
Between February 1987 through October 2008, Mr. Fisher was an employee of the City of Houston General Services. He started as Planner II and worked through the ladder and was promoted to the project manager position in April 2006. Between April 2006 and October 2008, Mr. Fisher was a project manager in the City of Houston General Services Department, Design and Construction Division where he was responsible for managing Public Works and Solid Waste Departments projects. Duties included preparing and completing projects in the Capital Improvement Plan, preparing the bid process, advertising, asking for request for proposals, and working with Engineering and Architectural consultants in preparing project manuals. Other duties included awarding of contracts, managing construction projects and closing of projects. Also work on Parks and Recreation Department projects as project manager.
Mr. Fisher is a graduate of Prairie View A & M University, Prairie View Texas where he received a Master of Business Administration (Finance) in December 1985. He received Masters of Arts Degree in City and Regional Planning (Housing Spec.) from University of Southwestern Louisiana, Lafayette, Louisiana in December 1982, and a Bachelor of Arts, (Honors) in Urban Studies, Interdisciplinary degree from Concordia University, Montreal Quebec, Canada, in 1979.

Recipient 2019 Richard U. Ratcliff Award for the best original article by an academic published during the previous year in The Appraisal Journal. The article is titled “The Tradeoff between Selling Single-Family Houses as Vacant or Lived-In: Evidence from the Bloomington-Normal Housing Market” (Fall 2019).
